If you have unsupported VPN software installed on Windows 7 when you upgrade to Windows 10 then you may encounter this problem.
To resolve this issue open Command Prompt with Administrator privilege.
Type netcfg –s n and then press ENTER key.
This will show a list of networking protocols, drivers and services. Check to see if DNI_DNE is listed in the output list. If DNI_DNE present, this problem applies to you.
If DNI_DNE present, type
reg delete HKCR\CLSID\{988248f3-a1ad-49bf-9170-676cbbc36ba3} /va /f
netcfg -v -u dni_dne
